In the context of challenging macroeconomic conditions and a competitive business environment, companies increasingly rely on their finance and treasury functions to support business growth, manage risk and reduce costs. As a result, the modern treasurer plays a vital and dynamic role in supporting these business requirements.



At its core, the treasury function is typically responsible for managing the day-to-day liquidity requirements of a company.



This practically involves the management of cash flows in and out of the company, understanding the company’s consolidated cash position, forecasting future cash flows, as well as the implementation of programs that make the best use of surplus cash for investment and sourcing short-term working capital funding for anticipated cash flow gaps.



With increased complexity and changes in corporate practice, treasurer responsibilities have stretched to include risk management (especially exchange rate risk), capital structure optimisation, long term financing and capital raising. They also encompass treasury operations management, the implementation of treasury policies and the rollout of treasury management systems to enhance the accuracy and efficiency of the treasury function.



While cash flow forecasting, payments and collections, exchange rate risk management and yield enhancement are “bread and butter” considerations in relation to treasury management, the expectation of modern treasurers extends to other considerations. These include the mitigation of payment risk, the optimisation of working capital and the creation of efficiencies through the automation and digitisation of treasury tools. This means that there is increasing relevance of trade finance in the Treasurer’s Toolkit to meet the new expanded objectives of modern treasuries.



<h2 class="wp-block-heading" id="h-mitigating-payment-risk-and-performance-risk">Mitigating payment risk and performance risk</h2>



Payment and collections methods are typically dominated by domestic payments to suppliers and collections from customers through electronic funds transfers, debit orders, card acquiring and physical cash settlements. The use of these payment methods will vary based on business models – for example, a retailer may collect from customers via card or cash, while an insurer or mobile network operator may collect from debtors through debit orders.&nbsp;



But what about industrial companies, mines and companies in other sectors which operate on a cross-border basis? These companies have the option of cross-border payments for open account or cash-in-advance arrangements, but this doesn’t address the inherent risks faced by these companies when engaging in cross-border trade. This creates a need for financial instruments such as letters of credit which enable exporters to derisk the collection of their export proceeds and equally allow importers to structure a letter of credit to assist in mitigating performance risk.



A letter of credit (LC) is an irrevocable undertaking, issued by a bank, at the request of the applicant (importer/buyer), in favour of a beneficiary (exporter/supplier), whereby the bank agrees to make payment against bills of exchange, transportation and/or commercial documents that comply with the terms and conditions of the letter of credit. If the terms and conditions of the LC have been met, but the importer is unable to make payment, the issuing bank of the LC must honour the payment – providing payment risk mitigation to the exporter. Importers can leverage off the LC mechanism by carefully structuring the LC terms to ensure that payment is only triggered upon presentation of documents which provide evidence of performance by the exporter – providing performance risk mitigation for importers.



In cases where exporters are also concerned with country risk and/or the financial position of the issuing bank of the LC, they may opt to add confirmation to the LC. A LC confirmation is an additional undertaking by the confirming bank to make payment to the beneficiary, provided that the terms and conditions of the LC have been met – providing mitigation against bank and country risk.



<h2 class="wp-block-heading" id="h-working-capital-optimisation">Working capital optimisation</h2>



Even in cases where risk mitigation is not the main consideration, open account arrangements (domestic &amp; cross-border) may be complemented by mechanisms such as supply chain finance and working capital solutions to provide support to assist buyers and suppliers with cash flow enhancement, working capital optimisation and supply chain continuity.



A company’s working capital should be adequate to keep the business running efficiently, while continuing to serve its customers and &nbsp;maintaining strong relationships with suppliers. To manage and assess the appropriate level and efficiency of working capital, the treasurer needs to understand the drivers of working capital – accounts receivable, inventories, accounts payable and cash, and how working capital is measured.



Measures such as the Cash Conversion Cycle, Net Working Capital, net working capital intensity (NWC as % of sales) and Liquidity Ratios are all examples of measures which may be used to benchmark working capital performance against past performance, peers and competitors.



Treasurers will look to optimise the three key levers of working capital – for example, by speeding up the collection of accounts receivable, reducing the amount of working capital tied up in inventories and stretching out supplier repayment terms.&nbsp;



There are working capital and supply chain finance solutions to assist treasurers in these endeavours. For example:



<ul class="wp-block-list">
<li>A seller of goods on credit terms may wish to discount their receivables to optimise their cash position and improve their debtor collection period.</li>



<li>A buyer of goods may wish to fund their procurement and boost their cash flows through an invoice financing facility or alternatively, extend creditor payment terms through a supplier financing structure.</li>



<li>A customer in need of funding for procurement or operational expenditure while awaiting debtor proceeds may draw down on an overdraft or short-term loan to fund this working capital gap.</li>



<li>A customer with eligible receivables and inventories may opt to provide the bank with security over these current assets to support working capital drawdowns linked to the natural cycle of these current assets – this is routinely executed through borrowing base facilities.</li>



<li>Letters of credit may also be a source of liquidity and working capital in cases where the exporter opts to discount the drawings under a confirmed letter of credit to accelerate the proceeds due under the LC, provided that the terms and conditions of the LC have been met.</li>
</ul>



<h2 class="wp-block-heading" id="h-trade-finance-digitisation">Trade finance digitisation</h2>



Trade finance solutions also align with the automation and digitisation goals of treasuries through the implementation of trade finance customer platforms, alongside conventional treasury system implementations such as host to host solutions, payment platforms and treasury management systems, such as Standard Bank’s Treasury Online platform.



Working capital solutions such as overdrafts are conventionally available via electronic payment platforms, while supply chain finance solutions are typically availed to customers through Fintech platforms or bank proprietary platforms. Documentary trade solutions such as letters of credit, guarantees and documentary collections are often executed via Trade channels. Trade Online conveniently enables customers to digitally request for the issuance of an instrument, self-generate draft instruments, review credit line availability, facilitate payments and keep an eye on the transaction status throughout the transaction lifecycle.



These digital solutions aim to boost customer experience through improved turnaround times, enhanced visibility of transactional data, reduction of risk by removing manual processes and an intuitive user interface which simplifies the transaction process.



Payments and collections, cash flow forecasting, yield enhancement and exchange rate risk management are often regarded as the backbone of corporate treasury management.



However, trade finance solutions provide treasurers with an opportunity to enhance treasury performance through financial instruments to mitigate payment and performance risk, financing solutions to assist with working capital optimisation and a host of digital trade solutions to drive the efficiency of the treasury alongside other treasury tools.

Leveraging Trade Finance to Optimise Corporate Treasury Performance

Standard Bank, the biggest bank in Africa by assets, has partnered with Zeda Limited for its first bond issuance since listing on the Johannesburg Stock Exchange (JSE).



Zeda Limited is Southern Africa’s leading integrated mobility solutions provider unbundled from Barloworld Group in 2022 and subsequently listed on the JSE.



Among some of its notable assets, the company boasts the short-term rental, long-term leasing and Car Sales businesses in its stable and operates the global Avis and Budget brands. Last year, Zeda reported impressive results and declared its first dividend since listing.

The inaugural bond auction was exceptionally well subscribed for, with R2,36 billion of bids received across the notes on offer from a wide range of institutional investors.



This strong demand allowed Zeda to upsize the issuance to raise a total of R850 million at very favourable pricing, which cleared 5 basis points through the price guidance provided in both notes on offer. The overwhelming investor demand underscores Zeda’s robust performance and highlights the positive sentiment toward the company.

When speaking about infrastructure development in Africa, it’s important to see it in context. Whereas developed nations may have enviable priorities, Africa is lagging in terms of economic growth, social wellbeing and global competitiveness. To attain our goals on these fronts, we need the necessary infrastructure – from transport networks and energy grids to digital connectivity and water systems – to carry our hopes and dreams.



However, within this challenge lies an extraordinary opportunity. If we can get our infrastructure to a fully functional level, Africa’s GDP could potentially double from the current USD3.1 trillion.



This isn’t merely theoretical – we’ve seen how strategic infrastructure investments transform regional economies. For instance, efficient port operations reduce cargo dwell times considerably, directly impacting the cost of goods and regional competitiveness. Similarly, modern rail infrastructure reduces transportation costs by up to 35% compared to road transport, creating immediate economic benefits for businesses and consumers alike.



<h2 class="wp-block-heading" id="h-the-opportunity-in-numbers">THE OPPORTUNITY IN NUMBERS</h2>



Our infrastructure challenges have not only hampered economic development, they stand as barriers to human development and social progress. The impact of this is not always easy to measure and quantify.



The economic cost, however, can be calculated. The continent has an infrastructure deficit of at least USD100 billion annually – and that’s just to address existing backlogs. Only then will it be possible to invest in growth.



Studies have shown that inadequate infrastructure reduces industrial productivity by as much as 40% on the continent. In the energy sector alone, estimates are that many African economies are losing between 1% and 4% of GDP annually due to an unreliable power supply. The water infrastructure gap is estimated to cost a further 5% of the continent’s GDP.



Water, energy and transport are typically top of mind when it comes to infrastructure. When we talk about improving healthcare delivery, we’re really talking about having reliable electricity that keeps the vaccines cold. When we discuss educational outcomes, we are also speaking about the internet connectivity that gives students access to global knowledge, as well as the safe and reliable transport systems that enable them to get to school on time.



While governments have traditionally been the primary investors in public infrastructure, the scale and complexity of today’s challenges have made it clear that public funds alone are insufficient to close the gap. In recent years, businesses, investors and multinational corporations have recognised that strategic investment in infrastructure is not only essential for long-term economic growth, but also offers substantial opportunities for innovation, returns and socio-economic impact.



<h2 class="wp-block-heading" id="h-making-inroads-one-step-at-a-time">Making inroads, one step at a time</h2>



There are promising signs. In East Africa, the private sector is already investing in power and road infrastructure in efforts that benefit both businesses and the community.



The transformation in investing in infrastructure seen across Africa is most evident in our ports, where private investment is thriving. Investors are strategically positioning themselves with “one foot in the water and one foot on land” because of the crucial role that seaports play in connecting Africa to global trade routes.



While enhancing port infrastructure is a crucial first step, it is only the beginning. The real challenges – and opportunities – lie in developing integrated transport corridors that link ports to the interior. The importance of these corridors cannot be overstated, especially when considering the transnational corridors connecting countries like the Northern corridor that runs from Mombasa port in Kenya to Uganda, Democratic Republic of Congo and onwards to Lagos in Nigeria. Another is the central corridor from Dar es Salaam port to Democratic Republic of Congo and Burundi. To unlock the full trade potential of such key transport corridors, we need efficient, sustainable ways to transport goods and passengers on rail or road.



Financing is just one aspect of such projects, though. For the Standard Bank Group, deals must not only make economic sense, they must also deliver social impact. When brokering agreements on this scale, preparation and prioritisation are crucial. This is reflected in the low number of proposed infrastructure projects that reach financial close in Africa. This isn’t necessarily due to insufficient capital, but rather to limited policies to support investor confidence and inadequate support during the project development phase, especially given the long lead times required.



It’s important to remember that infrastructure relates to living standards. Once they improve, local and intra-continental trade will grow. Agreements like the African Continental Free Trade Area undoubtedly present unprecedented opportunities, but their success depends entirely on our ability to connect African markets through robust infrastructure networks. After all, any system is only as strong as its weakest link.



Looking ahead, we need to think differently about how we approach infrastructure development. Public-private partnerships are no longer just an alternative – they are becoming a primary vehicle for delivering infrastructure. This shift necessitates a fresh perspective on project preparation, risk allocation and project financing.

This is primarily driven by the sheer convenience of digital transactions: 70% of consumers find them faster and easier to use, 68% appreciate the 24/7 availability, and 60% value the ability to easily send funds to loved ones.

Despite this positive momentum, the issue of trust remains central to the digital payments landscape’s growth trajectory. While robust security measures are essential, consumer vigilance also plays a crucial role in mitigating fraud.



Fortunately, there is a growing awareness among CEMEA consumers, with 97% having taken precautions to secure their payments. This includes avoiding suspicious links (60%), protecting login credentials (58%), and setting up transaction alerts (48%).

This year’s Move Afrika Tour Expands from East to West Africa, Pioneering the Music Touring Circuit for International Artists, Employing 90 Percent Local Crews in Kigali and Lagos, Generating Economic Investments, and Driving Action to Strengthen Africa’s Healthcare Systems



Lagos, February 25, 2025 // Global Citizen’s Move Afrika tour has come to Lagos, Nigeria for the first time, with an unforgettable evening of music and citizen-led advocacy, headlined by EGOT-winning, critically acclaimed, multiplatinum artist and producer John Legend. Move Afrika: Lagos was hosted by media personality Ebuka Obi-Uchendu and featured performances by Simi and DJ Consequence, backdropped by creative work from local designers and artisans. This was the second instalment of Move Afrika, an ambitious initiative to pioneer the pan-African music touring circuit for international artists.



John Legend gave the sold out Lagos show an incredible headline performance, which featured some of his greatest hits, including ‘Ordinary People’, ‘PDA’, ‘Green Light’, ‘All of Me’ and ‘Refuge’, where he was joined on stage by Simi. “It’s been too long, I’ve missed you all,” he said. “We’re thankful to Global Citizen and Move Afrika for bringing us back here. We belong together, Lagos. I’m so happy we’re together tonight.” Throughout the set, he wore outfits by local designers Eleven Sixteen and Orange Culture, as well as a backstage look by Emmy Kasbit. The backing vocalists also wore local designers Elexiay and Wanni Fuga.

Launched in 2023, Move Afrika is a long-term effort to pioneer the international music touring circuit throughout the continent of Africa, with a dedicated focus on driving economic investment, expanding infrastructure and



building local capacity within host cities, creating local jobs, generating skill training and youth entrepreneurship opportunities, and showcasing the best of African creative talent to the world.



Additionally, international advocacy organization Global Citizen is leveraging this year’s Move Afrika tour to drive a citizen-led advocacy campaign focused on strengthening health systems across Africa. During pre-show activations in both Kigali and Lagos, where participants earned free show tickets, Global Citizen urged African nations to increase domestic health financing, prioritize primary care and sexual and reproductive health and rights, boost global investments in health resilience, and alleviate financial burdens on nations to strengthen public health.



This year, Move Afrika took groundbreaking steps by delivering world-class shows working with both local Nigerian and Rwandan crews. Move Afrika: Lagos was delivered with 90 percent local crew, and more than 95 percent local equipment, demonstrating Nigeria’s continent-leading role in delivering world class productions. Local vendors who partnered with Global Citizen to make Move Afrika: Lagos possible include: Sole Empire, Pro Audio Nigeria, ITMS Limited, Cytech World Communication, Equally Diverse Solutions Ltd., Massive Dynamics, Event Design Studio, IDCL NG, The Greenroom Nigeria and Purple Fire.

As the first stop on the tour just a few days ago in Rwanda, Move Afrika: Kigali increased its local crew from 75 percent in 2023 to 90 percent this year, significantly increased locally-sourced technical production, saw local crew members working alongside international technical teams to stage the show, and showcased Rwandan creative excellence through the work of local artisans, including members of the Nyamirambo Women’s Center, who crafted traditional Agaseke peace baskets to complete the dynamic set design.



In the lead up to tonight’s Move Afrika show, Global Citizen hosted the Stride for HER Rights Maternal Healthcare Walkathon, in partnership with the Lagos State Government, the Lagos Ministry of Health, and the Ministry of Tourism, across Lagos’s iconic Lekki-Ikoyi Link Bridge. The walkathon saw thousands of Global Citizens, leaders from civil society and government representatives from across the region participate, including Women at Risk International Foundation (WARIF), Wellbeing Foundation Africa (WBFA), Nigerian Solidarity Support Fund (NSSF), and HelpMum, with all groups calling for enhanced maternal and child healthcare services nationwide. The advocacy event amplified awareness of the vital role of community health workers, calling for increased healthcare funding towards sexual reproductive health rights, and championing the need for equitable access to maternal and neonatal healthcare services across Nigeria. Those who completed the walk earned tickets to Move Afrika: Lagos.



Earlier in Kigali, over a thousand Rwandans joined Global Citizen for the Together for a Healthier Community initiative, focusing on women’s and youth health, in partnership with the Ministry of Health, Rwanda Biomedical Center, Imbuto Foundation, and Kimisagara Youth Center. The event featured a mobile health clinic offering free sexual and reproductive healthcare, education, and community activities to raise awareness and improve access to services. Local musician Plantini performed, and Dr. Yvan Butera, the Rwandan Minister of State for Health, gave a keynote address. The initiative aimed to address healthcare access barriers like distance, cost, and lack of awareness. Participants who attended today’s event had the chance to earn free tickets to Move Afrika: Kigali.

To coincide with Move Afrika: Lagos, the Music Economy Development Initiative (MEDI) was launched to bring together a diverse coalition with the goal of unlocking the economic potential of music across Africa and beyond. MEDI will serve as the definitive source of research and data, highlighting the global economic potential of music, while fostering partnerships that drive policy reform, investment, and collaboration. The initiative&#8217;s launch coincided with the inaugural Music Policy Assembly in Lagos, Nigeria, taking place the day prior to the Move Afrika event. The Assembly brought together experts from across the continent to discuss crucial topics such as copyright, live music, and investment. Additionally, the Assembly hosted the unveiling of MEDI’s first position paper, ‘We Need Tracks Before We Have Trains,’ co-authored by former Chief Economist of Spotify, Will Page.

This milestone not only highlights Africa’s increasing influence on the global stage but also underscores the urgency of addressing the continent’s pressing financial needs, particularly in infrastructure development and job creation, climate adaptation, and digital transformation. South Africa’s leadership, in the context of these challenges, is poised to drive innovative financial solutions.



One of the key events that will take place during this momentous year is the Finance in Common Summit (FiCS) 2025, which will be hosted in Cape Town from February 26 to 28. This summit, held alongside the G20 meetings, is expected to bring together public development banks (PDBs) and global financial leaders to discuss new approaches and solutions to the current financial crises. Since its inception in 2020, FiCS has served as a crucial platform to set a new, efficient, sustainable and at-scale global financial architecture. With the world navigating increasing uncertainty, FiCS 2025 is set to provide concrete solutions to some of the most pressing challenges in global finance.



Cape Town as a symbol of Africa’s leadership in development finance



With a predicted growth of more than 4%, Africa should experience this year growth close to that of Asia. Cape Town’s selection as the host city for FiCS 2025 is a powerful symbol of Africa’s growing influence in global development finance. As one of the continent&#8217;s most dynamic and cosmopolitan cities, it represents a hub of innovation, economic activity, and financial resilience. This is particularly significant given the increasing role of African nations such as South Africa, Nigeria, and others in shaping global financial discussions.



With South Africa’s leadership on the international stage—exemplified by its G20 presidency—Cape Town stands as a beacon for Africa’s ambition to drive inclusive and sustainable economic growth. The city’s vibrant economy, bolstered by innovation and financial infrastructure, makes it an ideal setting to discuss development finance.



As the continent continues to experience rapid economic growth, Cape Town epitomizes Africa’s commitment to not only addressing environmental challenges but also seizing the opportunity to position itself as a leader in global economic governance. The city’s selection reflects Africa’s broader ambition to strengthen its voice in development finance, positioning the continent as a key player in the global financial ecosystem.



Development banks: anchors of stability and drivers of sustainable growth



The FiCS 2025 Summit is co-organized by the Development Bank of Southern Africa (DBSA) in collaboration with the Asian Infrastructure Investment Bank (AIIB), and supported by the French Development Agency (AFD Group). This strategic partnership highlights the international scale of the event, aimed at bringing together PDBs from all over the globe.



FiCS gather 536 PDBs operating in 155 economies. Taken together, they represent a total of 23 trillion dollars in assets worldwide and inject around 2.5 trillion dollars into the economy every year, which is about 10% of annual global financing. As counter-cyclical investors, they play a critical role in maintaining economic stability, ensuring liquidity even in times of crisis. Beyond stability, PDBs act as catalysts for private capital, de-risking strategic projects to attract investment. Their focus on long-term financing, particularly in infrastructure and the green transition, positions them as key enablers of sustainable growth. At the same time, their support for SMEs and innovation fosters economic dynamism and job creation. Through global cooperation, PDBs also help align financial flows with development and climate goals, reinforcing their influence in shaping the future of finance.



In these uncertain times, the commitment of public banks is essential, as they have a dual mandate. On the one hand, they support national development strategies by supporting the fight against poverty, growth and job creation in synergy with states. On the other hand, they bear an international responsibility by contributing to the protection of global public goods, particularly in terms of climate and biodiversity. By joining forces, as the DBSA, AIIB and AFD are doing at this summit, these institutions can really make a difference in transforming development finance and ensuring a lasting impact on a global scale.



Shaping global development finance and multilateral solutions



The discussions at the FiCS 2025 Summit will focus on leveraging the capabilities of PDBs to strengthen global development finance, with a particular emphasis on three priorities: climate finance, inclusive finance to help tackle inequalities and financing digital infrastructures.



FiCS 2025 will bring together over 2,000 participants, including CEOs of PDBs, representatives from international organizations, government officials, private sector leaders, regulators, philanthropies and civil society groups. Scheduled back to back with the first G20 Finance Ministers and Central Bank Governors meeting under South Africa’s presidency, the summit offers a prime opportunity to align discussions on development finance with broader global economic governance.



With such a diverse array of stakeholders, FiCS 2025 will underscore the pivotal role of PDBs in tackling urgent global challenges. Key conversations will focus on fostering collaboration between public and private sectors to design innovative financial instruments and strategies that address the evolving needs of the global economy. The summit will also highlight PDBs as key actors in driving multilateral solutions to these complex issues.



The coalition for sustainable development through sport



This edition of FiCS will not only reinforce the strategic importance of PDBs in global finance but also demonstrate their versatility in tackling development challenges across a wide range of sectors. One of the flagship initiatives at FiCS 2025 will be the Coalition for Sustainable Development through Sport, which underscores the expanding role of PDBs beyond traditional sectors.



Launched at the 2020 FiCS Summit, this initiative calls on development banks to harness the power of sport as a catalyst for advancing the Sustainable Development Goals (SDGs). The coalition has already committed $10 billion by 2030 to fund sustainable and inclusive sports infrastructure, particularly in underserved communities where such investments can drive broader social and economic benefits.



By integrating sport into the development finance agenda, the coalition highlights the adaptability of PDBs in fostering progress across multiple sectors, including health, education, and social cohesion. At FiCS 2025, discussions will focus on scaling up these efforts, identifying innovative financing mechanisms, and unlocking new opportunities to use sports as a driver of inclusive economic growth.



The FiCS PDBs reference book: a milestone in development finance



A key highlight of FiCS 2025 will be the unveiling of the FiCS PDBs reference book, scheduled for release in a complete version by June 2025 during the Seville conference on Development. This publication, co-produced by the FiCS Secretariat, the French Development Agency (AFD), and the World Bank Group, offers a comprehensive analysis of the growing role of public development banks (PDBs) in global finance. Drawing on data from the FiCS PDB database, the book delves into the impact of PDBs on financing the SDGs, addressing inequality, promoting sustainable growth, and enhancing economic resilience.



The FiCS reference book will serve as an essential resource for policymakers, financial institutions, and other key stakeholders seeking to understand the evolving role of PDBs in driving sustainable development. Through detailed case studies and expert insights, it emphasizes the importance of governance, financial sustainability, and international cooperation in maximizing the effectiveness of PDBs.



2025 is set to be a pivotal moment for development finance



FiCS 2025 comes at a time of growing global economic uncertainty, positioning the summit as a vital platform for addressing the challenges in development finance. It will offer a space for stakeholders to explore strategies for improving financial governance, refining regulatory frameworks, and building investor confidence in emerging markets. In a seismic shift poised to reshape South Africa’s energy sector, the South African National Petroleum Company (SANPC), a state-owned entity, has officially debuted, marking the beginning of a new chapter in South Africa’s energy transformation journey. At the helm of this transformation is CEO Godfrey Moagi, recently named the only South African on the African Energy Chamber’s (AEC) prestigious “Top 40 Movers and Shakers to Watch in 2025.”



The AEC’s annual list celebrates leaders who exemplify innovation, strategic vision, and tangible impact in Africa’s energy sector. Moagi’s inclusion reflects his alignment with the AEC’s core pillars: energy security, investment mobilization, and local empowerment. “The Top 40 list recognizes those driving Africa’s energy future through collaboration and transformative policies,” said NJ Ayuk, Executive Chairman of the AEC.



The SANPC’s debut at Africa Energy Week (AEW) 2024, held from 4-8 November in Cape Town, marked the first leg of the company’s Investor Roadshow Program, where it presented its bold vision to stakeholders across Africa, the Middle East, and Europe. The roadshow serves as a platform for forging strategic partnerships, promoting SANPC’s role in energy security, and positioning the company as a leader in Africa’s energy sector.



The SANPC merges three key historical entities in the industry: iGas, PetroSA, and the Strategic Fuel Fund (SFF). The merger, a strategic decision designed to unify and streamline South Africa’s energy resources, brings together vital infrastructure, expertise, and market opportunities under one roof. Moagi stresses that the consolidation will eliminate inefficiencies, optimize R1.5 billion in operational synergies, and unlock a R95 billion market opportunity critical for sustainable growth in an increasingly competitive global energy market.



At AEW 2024, the SANPC hosted a networking stakeholder breakfast session with Hon. Gwede Mantashe, Minister of Mineral and Petroleum Resources, affirming the company’s mandate. “SANPC represents a new era for South Africa&#8217;s energy landscape,” said Mantashe. “To improve operational efficiency within the Central Energy Fund (CEF) value chain and deliver shareholder value, we sought to minimize duplications that inhibit the Group from being a catalyst to reigniting the South African economy.”



South Africa faces significant energy security threats due to reliance on imports and reduced refining capacity. With imports already covering 65% of refined fuel needs, a figure projected to cost the economy R170–R174 billion annually by 2025, SANPC is prioritizing local infrastructure to stabilize supply chains. The country’s refining capacity has plummeted from 80% in 2010 to 35% in 2022, driven by aging infrastructure and underinvestment.



One of SANPC’s flagship projects under evaluation is the revitalization of the Gas-to-Liquids (GTL) refinery in Mossel Bay, a legacy asset currently non-operational due to feedstock shortages. The company is also assessing opportunities to convert shuttered refineries like Sapref into integrated petrochemical hubs, aligning with global trends to diversify into chemicals and offset volatile fuel margins.



Guided by the SANPC Bill, which empowers the company to streamline regulations and centralize import controls, SANPC aims to reverse import dependency. The Bill proposes tying fuel pricing to local refining costs, disincentivizing profit-driven import substitution by international oil companies.



Moagi’s regional vision aligns with the AEC’s emphasis on cross-border collaboration to address Africa’s energy deficits. At AEW 2024, he championed partnerships with Namibia in the shared Orange Basin, where joint development of offshore gas resources could benefit both nations. “By working together, we can close SADC’s projected 70% refining deficit by 2030 and create a unified, resilient energy sector,” Moagi remarked.



Globally, SANPC is leveraging partnerships with industry leaders like Petrobras to harness deepwater expertise while adhering to the AEC’s call for local capacity-building. “We look to Petrobras’s approach as a model for how we can harness South Africa’s offshore resources, especially in the Orange Basin,” Moagi noted.



In the wake of evolving global megatrends, SANPC will operate in an increasingly volatile, unpredictable, and disrupted world. South Africa’s fragile economy, with its urgent need for state-owned enterprises (SOEs) to drive infrastructure and industrial growth, underscores SANPC’s role as a catalyst for structural reform along the energy value chain.



“We are open to learning from global leaders, but our primary goal is to create a sector that serves South Africa’s people and strengthens our economy,” Moagi emphasized.



In May 2025, SANPC will participate in the Invest in African Energy (IAE) Forum in Paris, where Moagi will engage with global investors under the theme: “Pioneering Africa&#8217;s Energy Boom: Strategic Investment for Maximum Returns.”



“We are working toward a future where Africa is a net energy exporter, and SANPC is at the forefront of this transformation,” Moagi concludes. As SANPC advances an integrated energy future, it will address South Africa&#8217;s energy challenges, foster regional growth, and solidify its place as a cornerstone of Africa’s energy renaissance.

As is customary in South Africa, the early months of January and February bring, through the Mining Indaba, a renewed focus on the mining sector. This year, much like in recent years, the Indaba’s spotlight extended beyond South Africa, adopting a broader regional perspective. This shift underscores the growing importance of the African Continental Free Trade Area (AfCFTA) and its role in transforming the continent’s approach to mineral beneficiation.



Mineral beneficiation has emerged as a strategic priority for Africa as it seeks to overcome economic challenges, generate employment, and foster sustainable growth. The continent is rich in valuable mineral resources such as gold, platinum, cobalt, diamonds, and rare earth elements, yet much of this wealth continues to be exported in its raw form. This reliance on raw mineral exports limits the potential for value addition and hinders the creation of downstream industries that could drive broader economic development.



The AfCFTA has positioned mineral beneficiation as a key solution to these challenges, aiming to transform Africa&#8217;s approach to its natural resources. By processing raw minerals locally rather than relying on exports, the continent can create value-added products that extend the mineral value chain, foster innovation, manufacturing, and industrial growth within the region.



<h2 class="wp-block-heading" id="h-the-local-industry">The Local Industry</h2>



In South Africa, which boasts some of the world’s largest mineral reserves, mineral beneficiation has become a cornerstone of the country’s economic strategy. The country’s historical reliance on exporting unprocessed minerals has been a major concern for policy makers and led to the development of the Mineral Beneficiation Strategy. The Strategy seeks to diversify the economy, create employment, and improve sustainability through domestic mineral processing. This approach also positions South Africa as a potential hub for high-value mineral products, attracting investment and promoting growth in sectors such as manufacturing, technology, and infrastructure.



While the benefits of mineral beneficiation are clear, the degree to which it has been realized varies across different sectors. For example, coal beneficiation has been more successful in South Africa, with most of the coal production used domestically for electricity generation. However, sectors like iron ore and platinum have faced challenges in local beneficiation. Between 1990 and 2023, South Africa saw a 230% increase in iron ore exports, while local sales decreased by 45%, partly due to the downsizing of companies such as ArcelorMittal. Similarly, platinum beneficiation declined by 55% between 2015 and 2023, driven by decreased demand from key international markets (TIPS, 2024).



Despite these challenges, mineral beneficiation remains a critical strategy for fostering inclusive and sustainable economic growth. It is a proven fact that downstream beneficiation sectors not only employ more people but also create more value from products. Furthermore, these industries typically consume less electricity and water compared to the mining sector, making them more environmentally sustainable. This shift toward beneficiation is key to building a resilient economy that is both economically diversified and environmentally conscious.



More finished products tend to have more stable prices compared to raw commodities, which are subject to fluctuations based on shifts in demand, geopolitical factors, and global market dynamics. Thus, the diversification of the export basket enhances economic resilience and provides long-term growth opportunities.



<h2 class="wp-block-heading" id="h-an-african-perspective">An African Perspective</h2>



The AfCFTA provides a framework for expanding local processing and refining capacities, promoting economic integration, and fostering a more sustainable and resilient economy. By unlocking the full potential of Africa’s mineral resources, the continent has the opportunity to turn its natural wealth into lasting prosperity.



According to the World Bank (2020), the implementation of the AfCFTA could increase the continent’s total exports by 29%, intra-African exports by over 81%, and exports to non-African countries by 19% by 2035. These increases will be driven by reduced trade costs and enhanced regional cooperation, positioning Africa as a leading player in the global economy.



However, transitioning into advanced manufacturing is not without challenges. It requires substantial investments in infrastructure, technology, skilled labour, and regulatory frameworks that foster innovation and industrial growth. Despite these challenges, the shift towards producing advanced downstream products offers substantial potential for stabilizing economies and driving sustainable development. As Africa continues to expand its efforts in mineral beneficiation, there is a clear opportunity to stabilize export revenues while fostering the growth of new, more resilient industries.



To truly unlock the potential of mineral beneficiation, Africa must focus on integrating value chains and supply chains across the continent. Some products should be produced locally to meet the continent’s needs, while others should be manufactured for the global market. As global demands evolve, shaped by trends such as climate change, technological advancements, and shifting consumer preferences; Africa must position its industries to meet both regional and international needs.



<h2 class="wp-block-heading" id="h-the-or-tambo-sez">The OR Tambo SEZ</h2>



The OR Tambo Special Economic Zone (SEZ) in South Africa has made notable strides in advancing mineral beneficiation. The successful development of the Jewellery Manufacturing Precinct serves as a testament to the power of infrastructure and a supportive enabling environment in advancing beneficiation. The proximity to a major international transport hub facilitates efficient access to both regional and global markets, making the OR Tambo SEZ an ideal location for export-driven industries. This prime location strengthens South Africa’s position within the global supply chain, offering companies the opportunity to reach global markets with ease.



The SEZ provides businesses in mineral beneficiation with the opportunity to compete in the global market, where sustainability is a growing priority. With a focus on green products and environmentally responsible manufacturing processes, the SEZ ensures that local industries are well-positioned to meet these global demands. By integrating sustainable practices into its strategy, the SEZ not only strengthens local beneficiation efforts but also enhances the competitiveness of South African companies, helping them thrive in a market that increasingly values both quality and environmental responsibility.

03 February 2025, Johannesburg &#8211; Standard Bank has announced the close of a R567million deal to fund Eswatini’s 13,5MW Lower Maguduza Hydropower Project. The project was sponsored and developed by African Clean Energy Developments (Pty) Ltd (“ACED”) with the African Infrastructure Investment Managers (“AIIM”) managed IDEAS Fund and the Eswatini Public Service Pensions Fund (“PSPF”) as shareholders. ACED will continue to provide construction management services, with sister company Energy Infrastructure Management Services (EIMS Africa) being both the O&amp;M Contractor, and the operations phase management services provider to the project.



The bank acted as a mandated lead arranger for the transaction. The project enables Eswatini to achieve its ambitions of energy security by generating the power internally from its natural resources rather than relying on imports.



In recent years, the government of Eswatini has embarked on the development of additional generation capacity and Eswatini’s energy sector has undergone reforms in a move to liberalise its energy market, enhance energy security and improve access to reliable and affordable electricity.



“As the leading banking partner for the renewables sector in Eswatini, the financing of this project reaffirms our commitment to driving the just energy transition across this continent which we call home. It also tangibly demonstrates our determination to promote the responsible adaptation of renewable energy sources,” says Barry Schutzler, Head of Corporate &amp; Investment Banking for Eswatini at Standard Bank.



Eswatini imports approximately 80% of its power primarily from South Africa and Mozambique with 65% of its imported power specifically coming from Eskom. The project is one of the first independent power producers to close in Eswatini and helps shift the country away from reliance on imported coal into a renewable energy source.

20 January 2025: Global consensus does exist – in one way, at least. For a greener and more prosperous future for us all, rail transport must serve as the backbone of our transportation systems. In South Africa the pressing question is, how do we achieve this?



According to the <a href="https://www.afdb.org/fileadmin/uploads/afdb/Documents/Events/ATFforum/Rail_Infrastructure_in_Africa_-_Financing_Policy_Options_-_AfDB.pdf">African Development Bank Group</a>, rail transport, due to its energy efficiency, reduced greenhouse gas emissions and lower cost per-ton-kilometre, is expected to play a pivotal role in the conveyance of freight over long distances.



Investment in rail offers the dual benefits of economic development and climate impact mitigation. As we have seen in recently concluded climate talks, the two things can rarely be separated to ensure a sustainable and just transition.



Through the course of the past five years, South Africa has been on an exciting economic renewal journey.&nbsp;



Government policy initiatives such as Operation Vulindlela, the National Logistics Crisis Centre (NLCC) and the forward-thinking Renewable Energy Independent Power Producer Procurement Programme (REIPPPP) have undoubtedly accelerated progress and added substantial momentum to match the government’s ambitions.



And yet, to unlock more of its economic potential, revitalisation and sustainability aims, the country will need substantial strategic investment in infrastructure.



Last year, the government highlighted the need to raise R1.6-trillion in public sector infrastructure investment and a further R3.2-trillion from the private sector to meet targets set out in the seminal National Development Plan by 2030.



The Ministry of Transport <a href="https://pmg.org.za/committee-meeting/39679/">highlighted the need</a> for substantial investments in rail infrastructure, estimated between R100-billion and R120-billion for Transnet, additionally a further R120-billion for the Passenger Rail Agency of South Africa (PRASA), to restore full functionality following the Covid-19 pandemic. These investments are critical to ensure improved efficiency of the rail network and to support key sectors such as mining and logistics which are pivotal for the country’s economic recovery.



While it is common knowledge that the South African railway network has faced substantial challenges it is essential to view these obstacles in light of the opportunities they present. The impact of COVID-19 and the associated economic pressures that followed cannot be underestimated in this regard. Similar challenges were experienced in other parts of the world.



However, amid these challenges, it’s important to recognise the immense opportunities that exist. Strategic partnerships with the public sector, can unlock significant value for both passenger and freight rail.



Public-private partnerships (PPPs) offer a tangible opportunity to bridge the existing funding gap.



The National Treasury published amendments to the National Treasury Regulations (NTR) 16 last year, and key elements of municipal public-private partnerships (PPPs) legislation, to bring it in line with recommendations based on a complete review of the PPP framework. This evolution, in conjunction with the granting of access for third-party private operators to the core rail network in South Africa, is essential for driving further development and funding.



With extensive experience collaborating, with governments and public sector representatives across the Southern Africa and other continental regions. We know first-hand the potential for success through strategic financing initiatives and joint ventures. It’s time to act decisively and capitalise on these opportunities.



If the notion seems far-fetched, consider that most recently, the United States announced a US$600-million investment in new financing for a multi-country railway in Angola, and China made a similar commitment of US$1-billion in investment in railway infrastructure that spans Tanzania and Zambia. These examples illustrate the undeniable case for rail, a case that South Africa cannot overlook.



South Africa has run some of the most successful PPPs, with Alstom (ex-Bombardier Transportation South Africa) having been part of the original Gautrain PPP, bringing investments and global expertise. Alstom, with being the provider of the full Gautrain rail system, including the rolling stock and signalling and having maintained the entire Gautrain rail system throughout the concession period, with high levels of reliability and availability, has contributed significantly to its operational success. This capability can be leveraged to expand the rail network in South Africa bringing great efficiencies to the economy.



Alstom’s presence across Southern Africa includes impactful collaborations that have created jobs and added to the efforts to revitalise the rail industry and expand inclusion in the economies they operate in. For its part, Standard Bank has used its vast footprint across 20 African countries and six financial centres to advance the bespoke funding of numerous strategic projects. Ours is a partnership that has tangible output.&nbsp;&nbsp;



We believe that by aligning strategic priorities of the private sector with those set out by the government, and by nurturing a conducive investment environment, through targeted policy in rail, South Africa’s broader infrastructure ecosystem can become the bedrock of a sustainable, broad and inclusive economy that touches the citizenry at both a personal and freight level. &nbsp;



In conclusion, the path to unlocking South Africa&#8217;s economic potential and achieving vital sustainability goals is clear. By prioritizing substantial investment in rail infrastructure and embracing innovative funding models such as public-private partnerships, the nation can lay the groundwork for a stronger, more equitable future. The time to act is now; the opportunities are ripe for the taking.



We are clear-eyed and realistic about the nature of the challenges before the country, but we remain unrelentingly optimistic about what can be done when a collaborative effort is advanced.

In the late &#8217;80s, Anglo American pioneered an innovative supplier development model in South Africa. Through a suite of enterprise funds known as Zimele, the mining giant provided financial support to aspiring entrepreneurs from historically disadvantaged communities, leveraging its sector expertise and procurement networks as catalysts for fostering SME growth and driving broader, socially responsible economic development.



This marked a crucial turning point, showing how forward-thinking companies could use their resources to address systemic inequalities within their industries without the push of legislation.



Africa’s role in global commodity markets back then was largely extractive, with deeply established supply chains dominated by international corporations with extensive infrastructure, technical expertise, and capital—often leaving little room for local participation. Companies had little incentive to invest in local supplier development unless explicitly required to do so. This inertia was compounded by weak institutional capacity in many African nations during that period, making it challenging to enforce complex supplier development programmes or integrate local SMEs into established supply chains.



But as countries like South Africa established themselves as some of the continent’s foremost producers, their governments and enterprises leveraged this position to extract broader economic benefits, fostering greater upstream and downstream linkages within the sector.



With the world now moving towards a low-carbon future, the focus of African mining will inevitably shift towards critical minerals such as lithium, cobalt, nickel, copper, and rare earth elements. This presents a duality: while significant reserves in these critical minerals offer the continent immense opportunities to build new supplier development programmes incorporating integrated, value-added industries, it also subjects traditional mining operations to heightened scrutiny under stringent Environmental, Social &amp; Governance (ESG) frameworks impacting demand, profitability, and subsequently supplier development spend.



Suppliers will also undoubtedly face mounting pressure to align with stricter ESG standards. This extends beyond token sustainability measures, demanding substantive changes such as reducing carbon emissions across their supply chains, using renewable energy in production, and embedding circular economy principles into their operations. Mining companies, in turn, will expect their suppliers to demonstrate measurable contributions to shared sustainability goals, making ESG compliance a prerequisite rather than a differentiator.



One pathway forward could lie in fostering more robust regional supplier networks. Mining often operates in areas where local suppliers alone can’t meet the scale or technical requirements needed. By encouraging cross-border collaboration, countries can pool their expertise and resources to create a regional supply base. This kind of network leverages each country’s strengths, enabling suppliers to participate in larger and more competitive contracts.



At the same time, technological innovation will alter what it means to deliver value in mining supply chains. As automation, artificial intelligence, and advanced machinery take centre stage, suppliers must pivot to provide integrated solutions. This includes predictive maintenance tools, data analytics systems, and low-emission alternatives tailored to mining operations. Such advancements will necessitate significant investment in research and development, as well as new partnerships that bridge traditional supply chain boundaries.



To fully realise this potential, nations must prioritise innovation hubs that equip suppliers with the tools and insights needed to meet modern mining demands. These hubs would serve as incubators for local businesses, offering access to cutting-edge technology, research, and mentorship.



These complementary approaches don’t replace traditional supplier development programmes but rather expand and strengthen them. They build the infrastructure, relationships, and capabilities that empower local suppliers to move beyond the margins and take a central role in Africa’s mining value chains.



The success of such initiatives ultimately depends on fostering more meaningful beneficiation—particularly through the cultivation of advanced manufacturing capabilities. For decades, Africa’s mining sector has been predominantly oriented toward the export of raw materials, leaving the continent reliant on external markets for value-added goods. By prioritising local manufacturing, Africa can capture a greater share of the economic value generated by its resources, enabling resilient and diversified economies that are less susceptible to the volatility of global commodity markets.



Embedding manufacturing within the beneficiation process also carries profound implications for sustainability and innovation. Localising production not only reduces the carbon footprint associated with transporting raw materials to distant processing facilities but also strengthens transparency and alignment with ESG-compliant value chains. It also positions Africa as a critical hub in the global transition to low-carbon technologies, ensuring the continent plays an active role in shaping the industries of the future rather than remaining on the periphery.



The mining sector’s future in Africa will not be shaped solely by what lies beneath the ground but by the systems built above it. Countries must embrace bold, cross-border initiatives that foster not only competition but collaboration, enabling the continent to dictate the terms of its engagement in an increasingly demanding global marketplace.
