WASHINGTON, Sept 28 (Reuters)&nbsp;&#8211;&nbsp;The World Bank on Thursday proposed steps that would boost its lending to developing countries by an additional $100 billion over a decade as part of an ongoing reform process aimed at helping the bank expand its mission to include climate change.



In a 24-page report to the joint ministerial committee that oversees the bank and the International Monetary Fund, the bank&#8217;s management said it would ask shareholders to approve a hybrid capital measure and a new portfolio guarantee platform that together could boost lending by over $100 billion.



That amount would come on top of measures already being implemented that will boost the bank&#8217;s lending to developing countries by up to $50 billion.

LAUNCESTON, Australia, Sept 29 (Reuters)&nbsp;&#8211;&nbsp;Iron ore heads into a week-long Chinese holiday hiatus with prices elevated and mixed signals as to the strength of demand in the world&#8217;s largest importer of the steel-making raw material.



Iron ore futures traded in Singapore&nbsp;SZZFc1&nbsp;ended at $120.77 a metric ton on Thursday, up slightly from the prior close of $120.67.



The price has eased slightly from the recent peak of $123.37 a metric ton on Sept. 15, but remains 17% above the low of $103.21 hit on Aug. 3.



The price action has been mirrored in domestic contracts traded on the Dalian Commodity Exchange&nbsp;DCIOcv1, which ended at 851.5 yuan ($116.64) a metric ton on Thursday, up slightly from the previous close of 844.5 yuan.



Dalian futures are down from the Sept. 15 peak of 873 per metric ton, but up 18.6% from the recent low of 718 yuan on Aug. 9.



The recent rally has been driven by the fundamentals of strong imports and lower port inventories, as well as a lift in sentiment from some signs of recovery in the key housing sector, such as rising new bank loans.



Countering the optimism is a likely easing of imports in September, the possibility of official action to limit steel production in the fourth quarter and the ongoing woes of some property developers.



China Evergrande Group&nbsp;3333.HK&nbsp;is facing action by offshore creditors to&nbsp;<a href="https://www.reutersconnect.com/all?search=all%3AL1N3B21QY&amp;linkedFromStory=true" target="_blank" rel="noreferrer noopener">liquidate</a>&nbsp;the cash-strapped major property developer, which is trying to restructure offshore debt worth $31.7 billion.



The concerns in the residential property sector threatens to cast a pall over China&#8217;s economic recovery, and over the iron ore and steel sectors given that it accounts for about a third of domestic steel demand.



IMPORTS MODERATE



It&#8217;s also likely that China&#8217;s imports of iron ore will have taken a breather in September after a robust outcome in August.



Imports are likely to be around 96.6 million metric tons in September, according to commodity analysts Kpler, while LSEG data is estimating arrivals of 96.4 million.



This would be down from the customs figure of 106.42 million metric tons in August, which was the highest so far in 2023 and the most since October 2020.



It&#8217;s also worth noting that imports have a strong track record of being lower in October than in September, given the influence of China&#8217;s annual week-long National Day holidays.



Imports in October were lower than in September in every year going back to 1999, according to official customs data.



The X-factor for China&#8217;s iron ore imports and steel production in the next few months is what will officials tell steelmakers.



If the authorities in Beijing aim to ensure steel output in 2023 is no higher than that in 2022, it implies production will have to be lower in the last four months of the year than it was in the first eight.



Crude steel output was 712.9 million metric tons in the first eight months of the year, according to official data, giving a monthly average of 89.1 million.



Total production in 2022 was 1.01 billion metric tons, meaning that in order to keep this year&#8217;s output to the same level, a total of 297.1 million can be made in the last four months.



This equates to 74.3 million metric tons a month for the September to December period, a sharp reduction in the monthly average output so far this year.



However, there is no guarantee that Beijing will enforce a cap on steel output, as the authorities may decide to allow production to continue at high levels in order to boost economic growth and allow for increased exports of steel products.



On the positive side for iron ore sentiment is the weak state of port inventories, with data from consultants SteelHome&nbsp;SH-TOT-IRONINV&nbsp;showing these dropped to 110.65 million metric tons in the week to Sept. 22, the lowest since July 2020 and below the 137.8 million from the same week in 2022.



This implies that there is scope for imports to rise in order to replenish inventories, although the current high prices may be deterring traders from arranging cargoes.



Overall, there are more factors likely to weigh on iron ore prices than provide support, with the key variable being what will happen to China&#8217;s steel production in the fourth quarter.

MBABANE, Sept 29 (Reuters)&nbsp;&#8211;&nbsp;Voters in Eswatini will cast their ballots on Friday in parliamentary elections whose outcome will make little difference to the politics of a country controlled by Africa&#8217;s last absolute monarch. 



King Mswati III has ruled the southern African kingdom of about 1.2 million people since 1986, when he inherited the crown from his father, Sobhuza II.



Political parties are banned, but individual candidates can run for seats in the House of Assembly every five years.



The power of the politicians elected in these polls consists mainly of being able to make suggestions to the king, who is free to ignore them.



The election will be dominated by monarchists and other candidates sympathetic to the ruler, said Louw Nel, a senior political analyst at Oxford Economics Africa, in a note.



Two members of the previous parliament who supported the pro-democracy movement were jailed, and a third fled the country, he added.



&#8220;It is a misnomer to call what is happening in Swaziland elections,&#8221; Sivumelwano Nyembe, spokesperson for Eswatini&#8217;s Multi Stakeholder Forum, a pro-democracy activist group, said.



Anger against the governing system has been building for years, and&nbsp;<a href="https://www.reutersconnect.com/all?search=all%3AL5N2OB1AN&amp;linkedFromStory=true" target="_blank" rel="noreferrer noopener">pro-democracy protests</a>&nbsp;turned violent in 2021.



Campaigners say the king has consistently evaded calls for meaningful reforms that would nudge Eswatini, which changed its name from Swaziland in 2018, in the direction of democracy.



Mswati&#8217;s opponents also say he uses public money to fund a lavish lifestyle which he shares with his 15 wives, while most of the country&#8217;s population is made up of struggling subsistence farmers.



The 55-year-old king denies being an autocrat and is unapologetic about his riches.



Eswatini is rated &#8220;Not Free&#8221; by the U.S.-based organisation Freedom House, which says the king exercises ultimate authority over all branches of the national government and effectively controls local governance through his influence over traditional chiefs.



The South African Development Community (SADC) has sent an electoral observation mission to Eswatini at the kingdom&#8217;s invitation, and will release a preliminary statement on Sunday.

LAGOS/LONDON, Sept 28 (Reuters) &#8211; Nigerian President Bola Tinubu&#8217;s lightning-fast reform push after taking office in May sparked hope that his administration would be a business-friendly antidote to mounting economic troubles facing Africa&#8217;s biggest economy.



Fast forward to more than 100 days in office, and the key planks of his economic overhaul &#8211; unshackling the naira from its rigid regime, and allowing fuel prices to rise &#8211; are coming loose.



The naira hit a record low of 1,000 to the dollar on the black market this week, widening the gap with the official rate, which stood at 785 on Thursday.



Petrol pump prices, meanwhile, have not budged since July &#8211; despite a more than 30% rise in oil prices.



Some now fear Tinubu will not be able to wean Nigeria off the costly policies that have stymied investment and throttled economic growth.



&#8220;Momentum just seems&#8230;almost in reverse,&#8221; said David Omojomolo, Africa economist at research firm Capital Economics.



Public anger is swelling as inflation spirals higher, however, and Nigeria&#8217;s two biggest workers&#8217; unions are planning an indefinite strike next week to protest over a cost-of-living crisis.



&#8220;Sentiment towards Nigeria has been continuing to sour as the initial reform momentum under President Tinubu&#8217;s administration has faded,&#8221; said Tellimer analyst Patrick Curran.



DOLLAR DELAY



For years, Nigeria has tightly controlled the official naira rate, even amid declines in the price of oil, sales of which bring in 90% of the country&#8217;s foreign currency supply.



But providing dollars at an artificially low rate has led to a yawning gap between official and black market rates, leaving businesses and investors unable to access dollars. The central bank has also created import restrictions aimed at reducing dollar demand.



Tinubu&#8217;s decision to let the official naira rate weaken saw it briefly converge with the black market. Last week, he assured investors they could take money out, touting a &#8220;reliable, one figure exchange rate of the naira.&#8221;



But the gap has widened to nearly 30% this week, and four sources told Reuters it was virtually impossible to get dollars from the central bank on an ad hoc basis.



The incoming central bank chief said on Tuesday that policymakers faced a nearly $7 billion backlog in foreign exchange demand; foreign airlines alone had $783 million in ticket sales trapped, the International Air Transport Association said.



This is one major factor keeping investors from putting money to work in Nigeria.



Another is negative real bond yields and the slow central bank response: 10-year local government bonds yield less than 15% while inflation is running above 25%.



&#8220;What they have done so far is not enough to attract domestic debt holders or foreign investors into their domestic debt market,&#8221; said Carlos de Sousa, portfolio manager at Vontobel Asset Management.



The tattered finances left by the previous administration have also been no help.



In August, the central bank published audited accounts for the first time since 2018, revealing that its $33 billion in FX reserves included a $19 billion commitment in derivatives &#8211; slashing the liquid amount of reserves.



JPMorgan calculated net FX reserves stood at $3.7 billion as of the end of 2022, &#8220;significantly lower&#8221; than prior estimates.



That news sent Nigeria&#8217;s international bond tumbling.



&#8220;Lower net FX reserves reduce the willingness to introduce a flexible exchange rate regime in the near term,&#8221; said JPMorgan&#8217;s Gbolahan S Taiwo.



The central bank has also kept other restrictions that businesses say make life tough, including a ban on using central bank foreign exchange to import 43 items.



&#8220;The government may have intended to make it a free market, but the CBN isn&#8217;t allowing it to be one,&#8221; said a Nigerian private equity investor who did not want to be named.



The delay in scrapping fuel subsidies is exacerbating the dollar crunch. Last year, subsidies cost 2% of gross domestic product, according to Fitch.



Despite being Africa&#8217;s largest oil exporter, Nigeria imports nearly all its fuel as it does not refine nearly enough to meet the demand of its 200 million citizens. In recent years, it has swapped crude for fuel, depriving it again of a source of U.S. dollars.



It is still using oil cargoes now to pay for fuel it imported previously, and a de-facto pump price limit set by state oil company NNPC LTD&#8217;s sale price means it is again the sole petrol importer.



Tellimer said Nigeria&#8217;s gasoline prices would need to rise 73% to align with global prices.



Analyst say Tinubu, elected with the narrowest margin since Nigeria returned to democracy in 1999 and facing inflation at nearly two-decade highs, lacks the social capital and mandate to push any harder.



&#8220;There is the concern that when the going gets tough&#8230;they will walk back on the reforms,&#8221; Omojomolo said.

Sept 28 (Reuters) &#8211; South Africa&#8217;s RCL Foods said on Thursday its poultry unit Rainbow has culled 410,000 chickens due to the country&#8217;s worst outbreak of avian flu, heightening fears of chicken meat and egg shortages.



The outbreak of Highly Pathogenic Avian Influenza (HPAI), a bird flu which spreads rapidly in an infected flock causing a high death rate, has already impacted table egg supplies in the country and producers have warned of chicken meat shortages in the coming weeks.



Rainbow is one of South Africa&#8217;s largest chicken producers, supplying retailers and fast food businesses.



&#8220;The outbreak has moved at a rapid pace, and the situation is constantly evolving. To date an estimated 410,000 birds have been culled, which has resulted in an estimated financial impact of 115 million rand ($5.99 million),&#8221; RCL Foods said in an update.



The company said it was taking steps to avert supply disruptions, but &#8220;there is tension in the supply chain.&#8221;



On Wednesday, neighbouring Namibia suspended poultry imports from South Africa, citing the bird flu outbreak. However, South Africa only exports between 1% and 2% of its production, according to the country&#8217;s poultry producers&#8217; association.



Last week, RCL&#8217;s peers, including the country&#8217;s largest integrated poultry processor Astral Foods and Quantum Foods, said the bird flu outbreak was ravaging a sector that was already burdened by South Africa&#8217;s electricity crisis and rising costs.

DAR ES SALAAM, Sept 28 (Reuters) &#8211; Maintenance issues and climate change-induced water shortages have caused a 400-megawatt electricity shortfall in Tanzania, triggering power rationing across the East African nation, the state power supplier said.



Tanzania&#8217;s national grid, which has an installed capacity of more than 1,900 MW, was suffering from broken infrastructure at gas wells and gas-fired power stations, as well as reduced water levels at hydropower dams, said Gissima Nyamo-Hanga, managing director of the Tanzania Electric Supply Company (TANESCO).



TANESCO, which is wholly owned by the government, expects to complete maintenance operations and resolve the shortfall by the end of March next year, Nyamo-Hanga told reporters late on Wednesday.



Despite the government embarking on one of the fastest roll-outs of electricity access in Sub-Saharan Africa, only 38% of Tanzanians have power, according to the World Bank.



Nearly two thirds of Tanzania&#8217;s electricity is generated from natural gas, and around 30% from hydropower. The largest peak electricity demand ever recorded was 1,431 MW in May this year, up 7% from a year before, the energy ministry says.



&#8220;We expect that this problem will start easing within two weeks, and our plan is to reduce the shortage by an average of 100 MW a month,&#8221; Nyamo-Hanga said.



The 2,115 MW Julius Nyerere hydropower dam started filling with water in December last year and is anticipated to be finished by June 2024, more than doubling the country&#8217;s installed capacity, according to the energy ministry.



The government is engaged in several other power projects including a 150 MW solar farm as part of its goal to reach 5,000 MW capacity by 2025.



Nyamo-Hanga said the Nyerere dam was 92% complete, but that climate change was causing a shortage of rain and reducing water levels at existing dams. (Reporting by Nuzulack Dausen; Editing by Hereward Holland and Anil D&#8217;silva)
